D'haynu, acc. to both R. Eliezer and R. NBH they are capable of the above. But acc. to R. NBH the title question doesn't even take off. If anything it's coming as a proof against R. Eliezer's opinion. But this too is not a q, because R. Eliezer is aware that they are capable of doing chesed, yet believes that "it's worthless". Therefore, for the sake of consistency, the point of your post (at least the way it sslounds from the title) is more in sync with R. Eliezer.
(as a side point, acc. to R. NBH, some mamarei Chazal would be in need of some deeper explanation other than "vus shtayt", unless we learn that even acc. to R. NBH, their chesed can only be a kapara if it is a complete selfless act..)
See the last few lines of BB 10b where it says:
